CERTIFICATION

Where you are seeking to participate in a project on the basis of being a DBE or M/WBE, you must be certified.  The Memphis Shelby-County Airport Authority contracts with the Uniform Certification Agency (UCA) to perform the certification evaluation of perspective DBE's and M/WBE's.  Each business wishing to participate as a DBE, a M/WBE, or a joint venture DBE or M/WBE, must be certified through UCA or the Tennessee Uniform Certification Program at the time of bid/proposal submission.

WHAT IS CERTIFICATION?

Certification is the process of determining whether individuals and firms, by the preponderance of evidence, have met their burden of demonstrating group membership, ownership, control, and social economic disadvantage.

• The certification process itself requires a thorough investigation of a company's operation including, but not limited to, financial statements, by-laws, charter, stock certificates, lease agreements, salaries of owners, number of employees, licenses/authorities. etc.

• Each applicant is required to undergo a personal interview with a member of the UCA staff and a site visit.

• The Uniform Certification Agency (UCA) publishes a directory of all certified Disadvantaged/Minority/Women Business Enterprises, and distributes it to corporate sponsors.

• The certification process can take up to 90 days.
